The "elongated object", actually a series ("fleet") of them are probably just reflections of lights. The lights are typical of an office environment, disposed on the ceiling, each one composed of a pair of fluorescent elongated bulbs inside a translucid light scattering panel on a more or less square format:

As is typical of these arrangements of lights, they maintain an alignment which allow us to trace the perspective:

A close up of a image from the video further shows the square case and diffusion panel:

Using the same "perspective grid" (with escape points) in this image, we can see that it is valid:
Also notice a small reflection to the left, where our perspective trace suggest that there should be another light. Well, apparently there is, but it is obstructed by something, se we just see a small part of it.
At one point there is an unfocused close of, what is suggested here, a typical office light:

Contrast enhancement of the above image shows the two fluorescent elongated light bulbs behind the light diffusion panel:

As the "fleet" of elongated UFOs are then just reflections on a glass window, the series of small light dots could also be just light reflections. Following this suggestion, they could be reflections of typical Christmas light bulbs sets, moved by dealing with the wire cords.

The small light dots could on the other hand be just a series of balloons reflecting the sunlight. One way or another, it's very unlikely they would be real UFOs and not be acknowledged as that by many other people, as the place is a desenly populated one.
As a comment, the German website of CENAP has a news page briefly commenting on recent UFO
images uploaded to a web forum resembling the "flotilla of spheres"
here. And they seem to be images of Christmas lights reflections on a
glass.

The video presents some brief shots of the environment. Ffrom some image captures of the video, it's possible to create panoramas which can help to locate the building and location in which the video was taken.

There's little doubt that the video is a hoax.
